The girl in the link is Rama Yade which was a former minister of the youth and the sports. No, not all French people sound the same kinda like all Americans don't sound the same. Like in the US, there are several and different regional accents. BTW I am not 100% percent French, I have Russian, Swedish, Finish, German and Estonian roots.
